Why the EU Roadmap for Nature Credits Is an Opportunity—With Conditions

On July 7, 2025, the European Commission published its “Roadmap toward Nature Credits”—a strategic initiative to promote private investment in nature-positive measures. The idea: In the future, companies, investors, municipalities, and other stakeholders will be able to receive certified credits for measures such as restoration, wetland restoration, reforestation, or habitat improvement. These nature credits could be traded, accounted for, and used as a contribution to biodiversity.

The official consultation is underway here: EU Consultation Page: Roadmap toward Nature Credits

What’s in the roadmap? (Brief overview)

  • Voluntary participation, complementary to public funding
  • An expert panel is developing standards and governance frameworks
  • Pilot projects in France and Estonia
  • 10% of the 2026/27 EU budget allocated to biodiversity; doubling of external funding
  • Integrity, transparency, and the prevention of greenwashing as core principles

Where are the opportunities?

  • Additional funding for restoration: Closes financing gaps.
  • Incentives and visibility: Nature becomes part of the balance sheet.
  • Support for local stakeholders: Communities, farmers, and NGOs benefit.
  • Innovation: New methods and monitoring approaches emerge.

What risks and criticisms should not be overlooked?

  1. Risk of greenwashing & carbon offsetting
  2. High costs & excessive complexity
  3. Difficulty in proving additionality
  4. Long-term nature and permanence are often unclear
  5. Risk of economic exploitation rather than genuine restoration
  6. Outsourcing of Responsibility Outside Europe
  7. Government responsibility could diminish
  8. Market logic does not always align with nature
  9. Unclear governance and oversight

Our Position at eMission-X: Conditions for Success

ConditionRationale
Simple & cost-effective certificationEven small and nonprofit projects must be able to participate
Exclusion of commercial useOnly genuine restoration should be recognized
Retroactive recognition of existing areasPioneering work must be recognized
Geographic limitation to EuropeLegal certainty, oversight, and responsibility within one’s own territory
Long-term contractual commitmentNature needs time—short-term contracts are not enough
Avoiding greenwashingTransparent rules & independent oversight
Combined with legal obligationsCredits should not be an excuse

What You Can Do

  • Get involved: Participate in the EU consultation (through September 30, 2025)
  • Spread the word: Share this post, invite stakeholders
  • Project preparation: Consider areas, methods, and partnerships
  • Networking: Collaborate with NGOs, researchers, and government agencies

Conclusion

The EU Roadmap for Nature Credits is a bold step. It could mobilize new financial flows for biodiversity and integrate nature more closely into economic considerations. However, its success depends on whether the instrument is designed with integrity, transparency, fairness, and legal certainty.

eMission-X is following this process critically and constructively—to ensure real impact and more nature in Europe.
